The prevailing wage is the required wages to be paid to workers on a site under either a PLA ( project labor agreement ) or a Davis Bacon Project. These are the prevailing wages currently recorded that must be followed on the project. The prevailing wages are monitored by certified payrolls that are designed to certify that the labor on the project is being paid at the required prevailing wage. Prevailing wages continue to change dependent upon the status of the union agreements, economic climate and other factors. The prevailing wages required on a project are published prior to any contractual agreements between owners and contractors. The prevailing wages will remain constant throughout the project, unless the specifications identify an update period or obligation.
