During utility excavation, especially electric lines, the use of a grounding pad is mandatory.
A grounding pad is a rubber pad that is used to step on, by the operator of the equipment. The pad has grounding cables embedded within the mat itself and is grounded to both the equipment being used and the ground. In this manner, if there is a short circuit of any sort, the voltage will simply travel immediately into the ground due to the insulating qualities of the grounding pad. The proper use of a grounding pad can be a life saver if a short circuit or live wire should come into contact with the equipment or the manpower.
