I assume you mean concrete block and concrete plank. If this is correct, then absolutely, these building products do not burn, therefore they are fire resistant. It is difficult to determine why you are asking this question? In all cases, building code must be followed and the individual identification of what is fire resistant and what is not, will not satisfy the building code. I have had ridiculous issues with Building Officials regarding fire resistant construction situations and have lost because the code has another identification. Block ( concrete block forming walls and interior walls ) with Plank ( concrete precast plank ) laid on the top of the masonry walls, is totally fire resistant. However, joints, opening, penetrations, etc. are all subject to proper sealants and barriers to ensure fire protection.
